Mild morning with a chance of rain this afternoon

Governor Hochul's thirty-day amendments to the $262.7 billion FY2027 Executive Budget arrived on February 19th with significant news for Westchester municipalities. She tripled statewide Temporary Municipal Assistance funding to $150 million—and Westchester is getting a substantial cut.

Here's the allocation: Yonkers takes the maximum at $15 million, Mount Vernon $2.49 million, New Rochelle $2.15 million, White Plains $1.9 million, Peekskill $773 thousand, Port Chester $84 thousand, and Greenburgh $86 thousand. Combined across the county, municipalities will receive approximately $22.7 million in new state aid.

The per-household impact tells a story too. Yonkers residents see roughly $184 per household, Mount Vernon about $89, New Rochelle $69, and White Plains $74.

Why it matters: Westchester is facing a $197.7 million budget gap with proposed property tax increases of 5.27% county-wide (reduced to 3.7% by the Board of Legislators). This aid arrives mid-budget season and directly eases tax pressure across every municipality. Yonkers' $15 million represents its largest single municipal aid increase in recent memory.

But here's the caution. The county faces potential losses of up to $700 million in state and federal aid stemming from upstream federal funding shortfalls. Is this $100+ million relief meaningful, or is it treating the symptom while the underlying budget hemorrhage continues?

Science Talent: Two local teens named Regeneron finalists. Khushi Karthikeyan (Ardsley HS) and Jashvi Desai (Yorktown HS) are among the top 40 finalists nationally. Twenty-one Westchester students earned 2026 Scholar status. Each finalist receives $25,000 minimum; top winner gets up to $250,000. Regeneron is headquartered in Tarrytown.

Digital Borrowing Cuts: Westchester Library System tightening limits. Effective February 1st, Hoopla borrowing dropped from 10 titles/month to 3; Kanopy from 30 tickets/month to 5. Harrison Public Library cited "current and anticipated cuts" to WLS funding. The October 2025 closure of Baker & Taylor (50% of library book distributor market share) compounds delays in new acquisitions across all 38 WLS libraries serving 940,000+ residents.

County Website Update: WestchesterCountyNY.gov launches March 2nd. The county is transitioning to a new domain. Update your bookmarks and password managers.

I-95 Rehabilitation: An $86.7 million project begins on a nearly 5-mile stretch (milepost 4.0-8.8). Work includes rehabilitation of 12 bridges and 30 lane miles. Mount Vernon-based DeFoe Corp. is the contractor; completion expected end of 2026. Most work happens overnight.
