$197 Million. 180 Jobs. 5.27%. What the Westchester Budget Actually Means.
Ken Jenkins has a name for the 5.27 percent property tax increase in Westchester's 2026 budget. He calls it the Trump Tax. The argument is structurally sound: federal funding uncertainty, shifting aid formulas, and tariff costs created a $197 million budget gap that the county could not fill without raising taxes or cutting services — and it did both.
The budget Jenkins signed eliminates 180 county positions, representing roughly five percent of the county workforce. It imposes eight percent cuts on nearly every department. It freezes hiring. It reduces contracts and technical services by $34.5 million. And it raises the property tax levy by 5.27 percent — about $60 per year for an owner of a property assessed at $500,000.
The federal framing is legitimate. It is also incomplete. Westchester already carries one of the highest property tax burdens in the nation. The $60 annual increase does not land in a vacuum — it lands on top of an existing tax load that is already a primary driver of out-migration among working families and young professionals. The marginal increase is modest. The cumulative picture is not.
The 180 eliminated positions are the least-examined part of this story. Organizational charts do not tell you which services residents will notice are gone. Which departments absorbed the deepest cuts is not in the press release — that information is public record, and it is worth obtaining.
The number that matters most right now is not this year's. It is 2027. The county faces potential losses of up to $700 million in combined state and federal aid. SNAP reductions alone are projected to add $6 million in pressure on homeless shelter systems. The 2026 budget is the first adjustment. Whether it is the right-sized adjustment depends entirely on whether those 2027 projections hold.
